Proteção de civis no Sudão do Sul: a contribuição das operações especiais

Em resposta à crise de Juba em 2016, o Conselho de Segurança das Nações Unidas implementou uma unidade de Operações Especiais chamada Companhia de Alta Disponibilidade (HRC) na estrutura da Missão das Nações Unidas no Sudão do Sul (UNMISS). Nesse contexto, o objetivo deste artigo foi analisar o papel desempenhado pela HRC como uma unidade de Operações Especiais, bem como sua contribuição para a proteção de civis (POC) no Sudão do Sul. Metodologicamente, esta pesquisa consistiu em um estudo de caso com métodos mistos sobre a HRC. Como resultado, foi possível verificar que, com algumas limitações, a HRC funcionou como um elemento de Operações Especiais na estrutura da UNMISS, capaz de garantir a proteção física por meio de projeção e dissuasão. No entanto, a HRC não foi capaz de implementar ações de longo prazo, especialmente no que se refere ao desenvolvimento da capacitação de forças de defesa/segurança nacionais por meio da Assistência Militar. Portanto, os avanços obtidos na proteção física de civis não se refletiram no estabelecimento de um ambiente mais seguro.
