Cross-border international police cooperation: the case of Amapá and French Guiana

Abstract

The objective of this article is to evaluate the performance of the Police Cooperation Center (CCP) in its international police cooperation actions that take place on the Franco-Brazilian border. Cross-border police cooperation between Brazil and France through Amapá and French Guiana has taken place since 2010 with the creation and entry into operation of the in the city of Saint-Georges, in French Guiana. The purpose of the CCP is to exchange information between public security agencies at the border in an agile, secure manner and with legal support in international agreements and treaties. Integration and cooperation actions involve high investments in public resources: human, financial, material resources, etc. In this context, the following research question emerges: over these ten years of international police cooperation, how has the Police Cooperation Center contributed to confronting cross-border crime? This is an applied, exploratory and descriptive research, with a qualitative and quantitative approach, collecting data from 2010 to 2019. The documentary research was carried out through the analysis of documents kept in public bodies that are part of the CCP: in Brazil, Police Federal; in French Guiana, with the Border Police (PAF) and the Gendarmerie Nationale, with the Police Cooperation Center of Saint-Georges as a mediator for access to international data.
