The impacts of the loosening access to buying arms in the transnational trafficking between Brazil and Paraguay

Abstract

This study investigates the outcomes of regulations to buy and carry firearms implemented by Jair Messias Bolsonaro’s administration (2019-2022) to the illegal arms market. Did the easy access to legal arms decrease the transnational trafficking to Brazil? To answer this question, we analyzed the Polícia Federal dataset on apprehensions in two border states, Paraná and Mato Grosso do Sul, between 2013 and 2022. The neighboring Paraguay is a known hub where criminals can easily buy arms. The country shares more than 1.350 km of borders with Brazil, making unlawful transfers easy. We have verified that the police apprehended fewer arms during 2019-2022 than in previous years. It may suggest that criminals discovered effortless ways to buy firearms, and new mechanisms are taking shape in this market.
