The Brazilian strategic environment concept: a dialogue between practical and formal geopolitics

Abstract

This article aims to debate the Brazilian strategic environment/surroundings
concept, through the discussion of the works of Brazilian formal geopolitics
linked to the Escola Superior de Guerra (ESG), namely: Golbery do Couto e Silva,
Therezinha de Castro and Carlos Meira Mattos. It is argued that these scholars
contributed to the delimitation of an expanded notion of Brazil’s area of interest, linking it to the country’s potential to become a great power. Thus, based on
critical geopolitics, the article suggests a definition for the “Brazilian strategic
environment” concept that takes into account the dialogue between formal geopolitics (practiced by the aforementioned Brazilian geopoliticians) and practical
geopolitics (carried out by the Brazilian security and defense authorities). It is
noteworthy, therefore, the fact that ESG acted as a bridge between formal geopolitics scholars and practical geopolitics, which allowed the geopolitical imaginary
proposed by the referred professors to inform to the present day the practical
geopolitics carried out by the state security bureaucracy and formalized in the
Brazilian defense documents.
