Editorial Policy

Aim and Scope
The Revista Brasileira de Estudos de Defesa (Brazilian Journal of Defense Studies) is the academic journal of the Brazilian Association of Defense Studies. The Journal publishes original articles, essays, and reviews, approved via blind peer review system and written according to international scientific publishing standards.

Created in 2005, ABED is an academic association whose purpose is to bring together researchers who develop studies and research on national defense and international security (check the thematic areas of ABED).

Since 2014, RBED aims to promote the development of the area, the exchange of ideas, and the debate on problems pertinent to this field of knowledge, in order to build an inclusive and plural epistemic community. The Journal publishes works that deal with topics related to national defense, international security, and related topics, such as: war and violence, peace and conflict studies, relations between armed forces and society, science and technology in defense and security, military studies, strategic studies, militarism and militarization, public security and defense policies, geopolitics, among others.

Located in the Humanities area, the journal covers the thematic diversity and the methodological and theoretical-conceptual plurality that characterize Defense Studies in Brazil and related areas, being open to interdisciplinary reflections and dialogues on the topics of interest of the journal.

RBED accepts submission of articles and reviews in Portuguese, Spanish, and English on a continuous basis, which will be published in their original language. The journal receives proposals for thematic sections on a continuous basis (check our submission policy to learn more).


Peer Review Process
The evaluation of the works sent to the journal comprises the following phases:

a) The propositions will be subject to a preliminary evaluation by members of the Editorial Commission who will manifest on their pertinence and thematic relevance and adequacy to the Instructions to Authors (desk review).

b) Once the fulfillment of the aforementioned requirements is verified, the propositions will be sent, through the "double-blind" system, to at least two ad hoc reviewers. Based on the opinions, the Editorial Commission will determine if:

- the text should be accepted without modifications;
- the text should be returned to the author for minor corrections of form;
- the text should be returned to the author for substantive corrections;
- the text should be sent to a third reviewer;
- the text should not be accepted for publication.

c) The reviewers must explain the reasons for requesting correction, rejection, or approval of the text submitted to them.

d) In case of sharp divergences in the evaluation of the ad hoc reviewers, the Editorial Commission will resort to the members of the Editorial Board who reveal greater affinity with the theme of the text in question.

e) The final decision on the publication of the matter will be the responsibility of the Editorial Commission and will be communicated to the authors. The approved texts will be published with the indication of the dates of receipt and acceptance.

f) Articles that need revision must comply with the deadline stipulated by the Editorial Commission for this. Once this deadline expires, the editorial team reserves the right to withdraw the article from the agenda. In case of final approval by reviewers, the Editorial Commission still reserves the right to suggest new modifications of a punctual nature regarding content or form in order to adapt the article to the editorial or graphic profile of the Revista Brasileira de Estudos de Defesa. The editorial team will make use of its editorial autonomy when the revised version, as well as the justification presented, indicate adequate compliance with the requests of the reviewers, in order to optimize publication time.

g) In the case of preprints, the reviewers become aware of the authorship of the manuscript. By submitting an article deposited in preprint repositories, the authors agree to this evaluation format. Learn more about this modality in the "preprints" section of our Editorial Policy.


Periodicity
The Revista Brasileira de Estudos de Defesa has a continuous publishing policy, in digital format: manuscrits are published individually after going through the review process. It publishes, in Spanish, English, and Portuguese, original articles and essays and reviews of books published up to 4 years to the date of the edition.


Open Science Policy
RBED is aligned with the modus operandi of open science. The journal expresses in its editorial policy the alignment with open science; accepts evaluating manuscripts deposited in one of the preprint servers listed in our Editorial Policy; requires the citation, referencing, and declaration of research data; and promotes informed peer review.

The journal makes all its publications available for free access on its website.


Ethics in Publication
In line with advances in the field of ethics and good scientific practices, all articles approved in the first stage will be submitted to a test of plagiarism and "self-plagiarism" or republication (publication as unpublished material of texts already published). Any cases of malpractice will be examined and decided by the Editorial Board following the Basic Guidelines for Integrity in Scientific Activity of the National Council for Scientific and Technological Development - CNPq.

In addition, RBED takes into account the necessary ethical care in conducting research with human beings and in the secure treatment of their data. Anonymization is preferential and any issue that may raise ethical dilemmas must be pointed out in a cover letter. In the case of approval by an ethics committee, the protocol must be communicated in the cover letter. It is recommended to read CNS Resolutions 466/2012 and 510/2016.

The opinions expressed in signed articles and the integrity of the content of the articles are the sole responsibility of their authors.


Open Data
The Journal recommends the sharing of databases used in the research in the case of quantitative research and suggests sharing in the case of qualitative research, in a way that is compatible with the ethical guidelines of the research.

Also in terms of transparency policy, RBED encourages authors to make the empirical basis and methodological delineation of the research based on qualitative and quantitative data as accessible as possible and to ensure access to the cited data (whenever these are not of restricted disclosure, respecting the confidentiality protections according to current legislation), in line with the recommendations of the Data Access and Research Transparency (DA-RT) (https://www.dartstatement.org/).

Conflict of Interest Policy
Conflict of interest can be personal, commercial, political, academic, or financial. Conflicts of interest can occur when authors, reviewers, or editors have interests that can influence the elaboration or evaluation of manuscripts. When submitting the manuscript, the authors are responsible for recognizing and revealing financial or other conflicts that may have influenced the work. If there is, even potentially, a conflict of interest, the author(s) must inform it in the cover letter at the time of submission. Use of Artificial Intelligence Resources
In line with the COPE position on the use of AI and authorship, RBED assumes the following policy:

- The works submitted to the journal will have their authorship attributed to the individual(s) responsible for the submission, and thus must be the result of research carried out entirely by the same. AI tools do not meet the requirements of authorship as they are not legal entities, and therefore cannot assume responsibility for the work submitted or affirm the presence or absence of conflicts of interest.

- Authors who use AI tools at any stage of writing a manuscript must explain transparently in the Cover Letter which tools were used, in what way, and in which parts of the manuscript.

- Authors are fully responsible for the content of their manuscript, and are therefore responsible for any errors or violations of publication ethics.


Intellectual Property, Terms of Use, and Copyrights

All content of the journal and the articles published by the Revista Brasileira de Estudos de Defesa, except where otherwise specified, are licensed under the Creative Commons Attribution.

Authors of articles published by the Revista Brasileira de Estudos de Defesa retain the copyrights of their works and RBED holds the right of first publication. The Journal adopts the CC-BY 4.0 license used internationally by the main open access journals and publishers. This license maximizes the dissemination of articles, allowing articles to be reused and distributed without restriction, provided the original work is correctly cited. Reproductions of articles must refer to the original source (Revista Brasileira de Estudos de Defesa), volume, issue (where applicable), and year of publication. It is understood that every author of an article published in RBED agrees to the use of this type of license.

The author is responsible for obtaining authorizations (from people, institutions, other authors, and/or editors) regarding copyright for the use of images, tables, figures, methods, or other elements used in the manuscript to be published. The data, opinions, and concepts expressed in the articles, as well as the accuracy of the bibliographic references, are the sole responsibility of the author(s).

When submitting an article or review, the author(s) commit to not sending the same text to another journal during the evaluation process. Conversely, the Journal does not accept articles that are still under evaluation in other journals. The Journal will also not accept two simultaneous submissions from the same author: simultaneous submission is understood to be the submission of a new article while another has not yet been published or rejected.

The Revista Brasileira de Estudos de Defesa encourages authors to self-archive their accepted manuscripts, publishing them on personal blogs, institutional repositories, and academic social media, as well as posting them on their personal social media provided that the complete citation to the journal's website version is included.


PrePrints
The Revista Brasileira de Estudos de Defesa accepts the submission of manuscripts that have already been published in one of the following PrePrint repositories:

- OSFPreprints – Center of Open Science - https://osf.io/preprints (Area: All)

It is mandatory to present, along with the article, a cover letter at the time of submission indicating preprint cases, containing the name of the server, the URL, or the DOI. After eventual publication, the author(s) whose manuscripts are in preprint must notify the server that the work has been published and inform their DOI.

In the case of preprints, the reviewers become aware of the authorship of the manuscript (single-blind). By submitting an article deposited in preprint repositories, the author(s) agree to this evaluation format.
